Can't change departure time between 00:00 and 01:00.

There is an issue where you cannot edit route timings between 00:00 and 01:00.

Steps to Reproduce

  1. Create route that has a stop with a ready time after 00:00 but before 01:00

  2. Try to change the minute of that departure (do not change the hour yet).

  3. Save the route

If you change the hour, everything works fine. But if you then change the hour back to 00:00, the minute defaults to the ready at time and will not let you select a custom minute.
