Leased Aircraft Double Cabin Config Purchase

###Description When leasing an aircraft without an applied configuration (no config) then later changing it during the wait & build period will cause you to be charged when applying the change then again when the aircraft is delivered.
Steps to Reproduce (If applicable)
- Lease an aircraft and do not apply a cabin configuration
- Change the cabin configuration after purchasing during it's wait/build time.
- Wait for aircraft to be delivered and see that you're charged twice for the cabin configuration0.
(You're also additionally not refunded cabin configurations if you change them within this period but that may be intentional)
Expected behavior: Charged once for the cabin configuration at delivery.
Actual behavior: Charged when changing the cabin configuration (like if the plane was already delivered) and then again when it actually is delivered.
Possible Solution: Implement a check that doesn't charge for the cabin configuration in the aircraft edit page if it has yet to be delivered.
