IFS costs bug

Variable costs for beverage and snacks are not working unless a meal count is equal or higher than 1
Steps to Reproduce (If applicable)
- Service configurations menu
- Create new configuration
- Leave meal count in "No Meal" option
- Select any Snack or Beverage
- Variable costs will aways be zero
